FSA finds 29 positive horsemeat tests

LONDON (Reuters) - The Food Standards Agency said it had found 29 positive tests for horsemeat after demanding samples from UK retailers engulfed in a contamination scandal that is spreading across Europe.

The FSA on Friday said it had conducted 2,501 tests, 2,472 of which had come back negative for horsemeat levels above 1 percent, with 29 results testing positive for horsemeat levels above 1 percent.

It said all products that tested positive had already been announced and appropriate steps taken.

The FSA said it had asked the industry to test for horse down to a level of 1 percent as some laboratories can only test accurately to that level, and that it believed any level above that was not going to be accidental.

The FSA, which said that the majority of these results had been sent to them Friday morning, added that over 900 tests were still in progress and that the issue was "fast evolving".

The scandal, which has triggered product recalls and damaged confidence in Europe's vast and complex food industry, erupted last month when tests carried out in Ireland revealed that some beef products also contained horsemeat.

Online real estate brokerage Redfin expands into Charlotte ...

Online real estate brokerage Redfin is expanding into the Charlotte and Raleigh markets, saying it will bring new technology to the real estate market and save buyers money in fees.

The Seattle-based housing research and brokerage firm says its sales model differs from traditional companies in that its agents are salaried and don?t work on commission. Instead, bonuses are dependent on customer satisfaction ratings.

The company says it refunds homebuyers up to half of the buyer?s agent commission.

For a $300,000 home, a Redfin client would save more than $2,000, the company says. For listing clients, Redfin charges 1.5 percent as opposed to the typical 3 percent of a traditional agent, depending on the selling price of the home.

The company also touts its online database, which includes all broker-listed homes for sale and for-sale-by-owner homes that don?t pay brokers a commission. Research services also include a feature called Offer Insights, which tells people what houses are on the market and what the actual purchase process was like for homes its agents sold in a given neighborhood.

?Charlotte is growing fast, especially among the young professionals who have traditionally been the largest segment of Redfin?s business,? said Redfin CEO Glenn Kelman.

?We hope to offer folks across the Carolinas real estate data and service that had never been available to them before: national-caliber online tools but with locally sourced data on every home for sale, and an agent who?s really accountable for delivering the result that?s right for them.?

Pat Riley, president and chief operating officer with Allen Tate Co., one of the Carolinas? largest and oldest real estate companies, said he is familiar with Redfin?s model.

?We always welcome competition and look forward to working with their agents,? he said. ?We believe that any real estate fee paid must result in delivering the seller maximum exposure for their listing and for the buyer full-time seasoned professional counselors.

?There should be no shortcuts when working with a client?s largest single investment. We have experimented with the non-commission agent model and found that we were not able to attain the most qualified and passionate individuals for our clients? needs.?

Redfin has been raising money from investors and expanding and is now in 21 U.S. markets.

Charlotte native Julie Sharpe will serve as Redfin?s area manager for North Carolina.

?Redfin understands that a real estate company?s best assets are its agents, which is why we?re salaried employees with a voice in how the company is run,? she said.

Redfin is hosting a free welcome event on Thursday, March 7 at Byron?s South End in Charlotte, from 5 to 7 p.m. to celebrate.

Lexus tops vehicle dependability study

Today?s vehicles are more reliable than ever, according to a new study, though Toyota remains the king when it comes to long-term dependability.

Nonetheless, the gap between import and domestic brands continues to close, with General Motors giving close chase to Toyota and its luxury brand Lexus, finds the J.D. Power and Associates? 2013 Vehicle Dependability Study.

?The continuous improvement in long-term dependability means consumers should have more confidence in three-year-old vehicles, whether they are keeping their current vehicle or shopping for a used car, truck, crossover or SUV,? says David Sargent, vice president of global automotive at J.D. Power and Associates, or JDPA.

Based on the responses from 37,000 owners of 2010-model cars, trucks and crossovers, the annual study shows that the number of problems being reported has fallen five percent since the previous report, known by the shorthand VDS. On average, there were 126 problems for every 100 vehicles, or 126 PP100 in Power-speak, down from 132 in the 2012 study. That?s the lowest figure since Power launched the widely-quoted measure of vehicle reliability in 1989.

Domestic makers have traditionally lagged behind foreign-based rivals but the gap has narrowed sharply for 2013, Detroit makers averaging a score of 133 compared to 123 for imports. The higher the score the more the problems. As recently as 2011, the gap was 18 points, Power points out.

There is a frequent, though not absolute, link between the way individual brands perform in Power?s short-term quality studies, such as the Initial Quality Study. Toyota?s Lexus routinely leads the IQS and it is tops in the 2013 VDS, as well, with a benchmark 57 problems per 100. In other words, barely half of the Lexus owners surveyed reported any problems at all.

Porsche came in second, followed by Lincoln, Toyota and Mercedes-Benz to round out the Top Five. Meanwhile, Chrysler?s truck arm, the Ram brand, posted the biggest improvement of any marque, its score improving by 52 PP100.

In terms of individual product segments, Lexus led in two, with the Lexus ES350 named tops in the Entry Premium Car category, while its RX model led among Midsize Premium Crossover/SUV models. Toyota took seven segment awards overall, including its Scion and Toyota brands, more than any other automaker.

But General Motors was second on the list with four individual segment awards for models including the Buick Lucerne sedan and the big Chevrolet Tahoe SUV. American Honda took two segment wins, with Audi, Ford, Hyundai, Mazda and Nissan also grabbing awards.

The 2013 Vehicle Dependability Study delivered some significant surprises, most notably by revealing that conventional wisdom is wrong when it comes to the reliability of all-new products. ?The perception that all-new or redesigned models can?t be as dependable as those that have been on the market for a year or more is not accurate,? Sargent stresses, adding, ?The rapid improvement in fundamental vehicle dependability each year is more than offsetting any initial glitches that all-new or redesigned models may have.?

The upward trend in vehicle dependability is certainly good for those looking to buy a new vehicle. But it?s perhaps even better news for those in the market for a ?nearly-new? vehicle.

?If you can?t afford a new vehicle, or simply don?t want one, you should feel confident when buying a certified pre-owned (CPO) vehicle,? notes a Power statement.

There has been a significant increase in demand for CPO vehicles in recent years. Most makers now offered a certified used car program in which models coming off lease undergo extensive inspections and, if necessary, repairs. They are typically backed by like-new warranties.

Homeowners insurance rates at State Farm to decrease in California

Homeowners insurance CaliforniaIt is estimated that the average premiums will drop by 12.6 percent across the state, starting April 15.

The largest homeowners insurance company in California has just announced that it will be reducing its rates across the state by an average of 12.6 percent for over one million customers, as of halfway through April.

The average customer should expect to see an annual reduction in premiums of about $100 in 2013.

The actual drop that will be seen in the rates paid by consumers will vary from one area to the next. For instance, in Los Angeles County, rates are predicted to fall by an average of 12.3 percent. Similarly, in San Diego County, they will decrease by an average of 12.4 percent. However, residents of Orange County will see their homeowners insurance rates fall by a notably higher 14.1 percent, on average. Sacramento County will see a huge 21 percent drop in their rates, though San Francisco will experience a comparatively smaller 8.5 percent reduction.

This reduction in homeowners insurance prices will benefit approximately 85 percent of its California customers.

At the moment, State Farm has around 1.6 million homeowners insurance customers within the state, according to its own data. Around 250,000 renters insurance customers will also be watching their premiums fall upon renewal time this year, said officials. The total savings across the state is an estimated $160 million after all of the reductions have been set into place.

The announcement of the dropping premiums was made in Los Angeles at a conference that was held by Dave Jones ? the commissioner of the state ? as well as the CEO of State Farm, Tom Conley.

Jones said that ?State Farm is demonstrating that insurers can serve customers well and operate profitably at the same time.? He also went on to add that ?As the economy continues to recover, this rate reduction will no doubt alleviate some of the financial burden many homeowners are experiencing.?

This most recent homeowners insurance rate reduction by State farm follows hikes that were implemented in January 2009, which was an average of 6.9 percent, as well as another just over a year later at 6.9 percent.

How unconscious processing improves decision-making

Feb. 13, 2013 ? When faced with a difficult decision, it is often suggested to "sleep on it" or take a break from thinking about the decision in order to gain clarity.

But new brain imaging research from Carnegie Mellon University, published in the journal Social Cognitive and Affective Neuroscience, finds that the brain regions responsible for making decisions continue to be active even when the conscious brain is distracted with a different task. The research provides some of the first evidence showing how the brain unconsciously processes decision information in ways that lead to improved decision-making.

"This research begins to chip away at the mystery of our unconscious brains and decision-making," said J. David Creswell, assistant professor of psychology in CMU's Dietrich College of Humanities and Social Sciences and director of the Health and Human Performance Laboratory. "It shows that brain regions important for decision-making remain active even while our brains may be simultaneously engaged in unrelated tasks, such as thinking about a math problem. What's most intriguing about this finding is that participants did not have any awareness that their brains were still working on the decision problem while they were engaged in an unrelated task."

For the study, Creswell, recent CMU graduate James K. Bursley and Northeastern University's Ajay B. Satpute presented 27 healthy adults with information about cars and other items while undergoing neuroimaging. Then, before being asked to make decisions about the items, the participants had to complete a difficult distractor task -- memorizing sequences of numbers -- to prevent them from consciously thinking about the decision information.

The results included three main findings. First, the team confirmed previous research demonstrating that a brief period of distraction -- in this case two minutes -- produced higher quality decisions about the cars and other items. But did this effect occur because the distraction period provided an opportunity for the brain to take a break from decision-making and then return to the problem with a fresh look? Or alternatively, does the brain continue to unconsciously process decision information during this distraction period? This research supports the latter unconscious processing explanation.

When the participants were initially learning information about the cars and other items, the neuroimaging results showed activation in the visual and prefrontal cortices, regions that are known to be responsible for learning and decision-making. Additionally, during the distractor task, both the visual and prefrontal cortices continued to be active -- or reactivated -- even though the brain was consciously focused on number memorization.

Third, the results showed that the amount of reactivation within the visual and prefrontal cortices during the distractor task predicted the degree to which participants made better decisions, such as picking the best car in the set.

"We all face difficult problems we need to solve on a regular basis," Creswell said. "Whether it's buying a new car, finding a new apartment to rent, or seeking out a new dating partner on social networking sites. This study provides some of the first clues for how our brains process this information for effective problem-solving and decision-making."

Bursley (DC'12), who joined CMU's Health and Human Performance Laboratory as a freshman, spent his undergraduate career working on this research and related studies. To support his work, he received a Small Undergraduate Research Grant (SURG) and Summer Undergraduate Research Fellowship (SURF). Bursley also received a Rothberg Research Award in Human Brain Imaging, made possible by Carnegie Mellon alumnus and trustee Jonathan M. Rothberg (E'85), founder of four genetics companies aimed at improving human health.

"Carnegie Mellon was the perfect place to carry out this work because there's a significant focus here on pursuing new directions in mind-brain research," Bursley said. "This study is really a starting point. We also are using brain imaging to see if we find the same reactivation patterns in learning tasks that we saw here in decision-making."

Eagles, QB Vick agree to restructured deal

PHILADELPHIA (AP) ? Michael Vick took a significant pay cut to stay with the Philadelphia Eagles and compete for a starting job.

The four-time Pro Bowl quarterback agreed Monday to a restructured three-year contract with the Eagles, just two seasons after signing a $100 million extension that included $35.5 million in guaranteed money. The new deal is essentially for one-year, however.

A source familiar with the contract said Vick could earn up to $10 million in 2013 if he meets all his performance incentives, and the team will void the remaining two years on March 15. That person spoke on condition of anonymity because the terms haven't been released.

Vick was slated to earn about $16 million next season, including a $3 million roster bonus. He lost his starting job to rookie Nick Foles last season, but new coach Chip Kelly will give him a chance to win it back.

"I am grateful and proud to be a Philadelphia Eagle," Vick wrote on Twitter. "My heart is in Philly and this community is important to me."

Vick had a breakout year in 2010, leading the Eagles to the NFC East title, winning The Associated Press Comeback Player of the Year award and starting in the Pro Bowl. But he's battled injuries and inconsistency the last two years.

"What I look at is skillset first and foremost," Kelly said. "What he can do, how he can throw the football, how he can beat people with his feet. There are a lot of different factors he has. And you have to look at the landscape for other quarterbacks. I guess the best way I can put this is I agree there is a change of scenery going on here. For Michael Vick, there is a change of scenery, but not a change of address."

Since the Eagles hired Kelly to replace Andy Reid, there's been plenty of speculation about which quarterback will run his aggressive, up-tempo offense. Though Kelly has been effusive in his praise for Foles, the slow-footed, pocket-passer isn't an ideal fit for a zone-read offense. Kelly, though, said he will cater his offense around his players' strengths. After all, he's known for being an offensive innovator who had tremendous success at Oregon.

"I don't think what we do offensively can be said in one or two words that we're either this or we're this," Kelly said. "We're an equal-opportunity scoring operation. Whether we run the ball over the goal line or throw the ball over the goal line really doesn't bother me, it's how do we move the football.

"There have been games we've had to throw it in our league 50 times and there are games we have to run it 50 times. You need to be built for the long haul. There is a skill set that Nick has that really excites me about him. I think we've got an older quarterback in Michael who is 32 now, and have a younger guy in Nick who is going into his second year, and I think it's the ideal situation for us moving forward this season."

Kelly didn't rule out a trade, however.

"I don't rule anything out, I don't rule anything in," he said. "But I know moving forward we, as an organization, had to make a decision on what to do with Michael, and I want Michael to be part of this team."

Vick has missed 11 games because of injuries over the last three seasons. He sustained a concussion in Week 10 last year and Reid decided to let Foles play the rest of the way because the Eagles were in last place. They finished 4-12.

Vick returned to start the season finale against the New York Giants because Foles was hurt. He finished the year with 2,362 yards passing, 12 touchdowns and 10 interceptions, and also lost five fumbles.

A former No. 1 overall pick by Atlanta, Vick was signed by Philadelphia in 2009 after missing two years because he was in federal prison. He came in as the No. 3 quarterback behind Donovan McNabb and Kevin Kolb.

After McNabb was traded and Kolb was injured in the season opener in 2010, Vick took over and was outstanding. He had career highs in yards passing (3,018), completion percentage (62.6), touchdowns passing (21), touchdowns rushing (9) and passer rating (100.2).

But he hasn't come close to playing up to that level. There are questions, of course, about his durability and his age ? Vick will be 33 in July.

"He's younger than (Dallas quarterback) Tony Romo, and he's right about the same age as (Giants quarterback) Eli Manning," Kelly said. "The only reason I say that is because I told Michael that this morning, and he didn't know."

Vick is undersized and stubborn about playing it safe. He usually takes on tacklers instead of running out of bounds and dives headfirst instead of sliding.

"I looked at the films, and studied the tape. When you look at Michael, it's his toughness. That cannot be overrated at all," Kelly said. "We looked at his skill set. He still has that skill set. He can still throw the football.

"He's got an unbelievable release, and it's our job as coaches to make sure he can get the ball out quickly."

The Eagles scored just 280 points last season as they endured an eight- and a three-game losing streak. Only Arizona (250) scored fewer in the NFC.

When asked whether Vick or Foles would work with the first-team offense in training camp, Kelly smiled and quickly showed he's going to be able to handle the Philadelphia media just fine.

"We'll go alphabetical," he said with a grin. "First name? Last name? We'll flip a coin."

The Cyber Intelligence Sharing and Protection act (CISPA) will be reintroduced before the US House next week following a spate of cyber espionage and hacking attacks. Civil liberties advocates have criticized the bill for violating privacy laws.

The House Intelligence Committee?s Chairman Mike Rogers (R-Mich.) and ranking member Rep. Dutch Ruppersberger (D-Md.) will attempt to breathe new life into CISPA on Wednesday.

The bill will be identical to the version of CISPA that passed the House last spring, but was defeated on the Senate floor in August mainly because the upper house was hammering out its own cyber security bill.

CISPA would allow for the voluntary sharing of Internet traffic between private companies and the government. The bill is purportedly intended to help the US government, especially the intelligence community, to investigate cyber threats and ensure the security of networks against cyber attack, especially those emanating from countries like China and Iran.

The bill would also allow the federal government to provide classified cyber threat information to private firms, and protect them from legal action in the course of sharing private information.

Opponents of the bill say it would allow companies to hand over a user?s private browsing information to the government, allowing authorities to spy on American citizens rather than simply track down cyber threats.

Fight for the Future, a non-profit group ?working to extend the Internet?s power for good,? has already kicked off an online petition asking voters to call their representatives on the House Intelligence Committee and express their opposition to the bill.

Rogers claimed a recent series of cyber attacks against US banks and newspapers galvanized Congress to once again pass the information sharing bill.

?American businesses are under siege,? the Beltway tech blog The Hill cites Rogers as saying.

?We need to provide American companies the information they need to better protect their networks from these dangerous cyber threats. It is time to stop admiring this problem and deal with it immediately,? he continued.

Several leading US papers, including the New York Times, the Wall Street Journal and the Washington post have all recently fallen victim to cyber spying. Following attacks on the Federal Reserve?s website as well as on several US banks, The head of Homeland Security Janet Napolitano warned in January that a ?cyber 9/11?, which could cripple critical infrastructure like water, electricity and gas, may happen ?imminently?.

?We shouldn?t wait until there is a 9/11 in the cyber world. There are things we can and should be doing right now that, if not prevent, would mitigate the extent of damage,? she warned before urging Congress to pass cyber security legislation.

During his first major policy speech on cyber security in October, Defense Secretary Leon Panetta took a similar rhetorical route, warning the United States faced the prospect of ?a cyber-Pearl Harbor.?

?An aggressor nation or extremist group could gain control of critical switches and derail passenger trains, or trains loaded with lethal chemicals,? Panetta said. ?They could contaminate the water supply in major cities, or shut down the power grid across large parts of the country.?

Panetta claimed that CISPA fell ?victim to legislative and political gridlock, ? urged that the bill should be passed ?to safeguard our national security.?

The White House threatened to veto CISPA last year, saying the bill would not protect the nation?s critical infrastructure or guarantee the privacy of consumer information that could be shared by companies.

Despite reticence about CISPA, President Obama is expected to issue an executive order aimed at strengthening US cyber security next week.

The order, which is expected to be released after Obama delivers his State of the Union address on Tuesday, will purportedly set up a voluntary program of cyber security standards for firms operating critical US infrastructure, two former officials briefed on the plan told Bloomberg.

In October, Obama signed a separate directive authorizing the National Security Agency and other military units to take more aggressive action to defeat attacks on the country?s web of government and private computer networks.

Friday?s news that state Controller John Chiang had fired the second contractor hired to upgrade the state government?s computer payroll system for incompetence and poor work ? a few years after the first contractor was fired for the same reason ? is an amazing commentary on the disconnect between the genius of California?s private sector and the stupidity of Sacramento.

This is where the information technology revolution began! And we have a payroll system built on punch-card computers from the 1970s? And after nearly a decade of trying to fix it, we?ve made no progress???

?This is the home of Silicon Valley; it?s so embarrassing,? said Debra Bowen.

But that wasn?t Bowen in her present role as?California?s secretary of state. That was what she said in 1999, when she was a state senator commenting on another computer debacle.

In April 2012, I whined about a?Sacramento Bee report which (my description) warned that ?the California Public Employees? Retirement System was having so many problems with its new $514 million computer system that some retirees are getting notices that their health insurance policies are being canceled because of CalPERS? nonpayment of premiums.?

Computer debacles the Sacramento norm

As I detailed then, this was nothing new:

?In 1994, a state audit found the Department of Motor Vehicles wasted nearly $50 million on a computer ?modernization? project that would actually have yielded a slower computer system than the relic it was to replace.

?In 1999, Gov. Gray Davis canceled an $18 million state program to integrate computer systems tracking welfare and social services recipients because it offered no hope of progress ? the fifth failed effort at the same task that decade. The state ended up paying fines of nearly $1 billion for delays in meeting a federal mandate to have a functional computerized system to track child support payments.

?In 2005, a Sacramento Bee report found that efforts to implement reforms of the state prison system were impossible to evaluate for their effectiveness because the state Department of Corrections ? despite huge budget increases ? had never set up a central computer database to track individual prisoners and employees as it was directed to do in 1992. This poor tracking led to more violence in overcrowded prisons and to arguably higher recidivism because of an inability to evaluate which prisoners would respond to programs meant to help them integrate back into public life.?

This next paragraph involves the project where Chiang fired the contractor Friday:

?In 2009, efforts to furlough state employees and reduce their pay were called impossible by experts in and out of state government because the state payroll system relied on decrepit computers using half-century-old programming language. The ?21st Century Project? upgrade of the system ? originally bid out to a contractor at $69 million ? now seems likely to cost $500 million.

?In 2011, a state audit lambasted a planned statewide computer system meant to link courts in all 58 counties. The audit said the system could end up costing $1.9 billion ? seven times the original $260 million estimate.?

Do you, yunno, see a pattern here?

I see this as part of a larger continuum in which California Democrats and much of the media who constantly and at times correctly rail against the private sector for corruption, cutting corners and being amoral completely absolve the public sector when seeing similar epic fiascos. Why? Do even Democrats believe the cheap jokes about ?government work?? Apparently.

It?s 2013, and even after spending more than $250 million, California has a payroll system based on computer programs from the 1970s. The same California where computer geniuses have changed the world with their hardware and software breakthroughs since the 1970s.

The U.S. foreclosure crisis looks like it's finally winding down -- great news for homeowners, but decidedly less positive for house hunters and real estate investors. "From the perspective of buyers, [some] markets might not be as attractive anymore," says Daren Blomquist of market watcher RealtyTrac. The organization recently found that U.S. foreclosure-related filings fell during 2012 for the second straight year.

RealtyTrac, which monitors county registries of deeds around the country, says lenders filed paperwork covering around 1.9 million foreclosures, deed seizures and property resales in 2012 -- a roughly 34% drop from 2010's 2.9 million peak. The firm also analyzed all 102 U.S. metro areas with 500,000 residents or more and found that filings fell by double-digit percentages in many locales during 2012.


Blomquist says house hunters and investors looking to buy foreclosures on the cheap in those cities can expect to "compete against each other for places this year. The foreclosure supply is drying up, but there's still interest from other buyers."

The expert says markets with the worst prospects for buyers are generally in "non-judicial foreclosure" states, where laws allow lenders to seize properties quickly with little court involvement. For instance, the average foreclosure finalized in nonjudicial Texas during 2012's fourth quarter took just 113 days from start to finish versus 1,089 days in judicial-foreclosure New York. Blomquist says nonjudicial states' speedier processes have allowed banks to clean out backlogs of delinquent properties there, making fewer distressed homes available for would-be buyers.


"The worst cities for foreclosure buyers are typically those places that worked through their problems fairly quickly," he says, adding that people looking for deals should check out metro areas with more problems. The firm based its rankings on a number of factors, such as how many months of unsold foreclosures each city had on the market as of Dec. 31. All figures cover houses, townhouses, condos and apartment buildings with four units or less. Average percent discounts on foreclosures refer to properties sold during 2012's first 10 months, the latest period with data available.

Certain hormonal contraceptive may pose risk of Type 2 diabetes for obese women

Feb. 7, 2013 ? A first-of-its-kind study by researchers at the Keck School of Medicine of the University of Southern California (USC) indicates that healthy, obese, reproductive-age women who use long-acting reversible contraception (LARC) containing the hormone progestin have a slightly increased risk for developing type 2 diabetes when compared to those who use non-hormonal contraception.

The research concludes that progestin-releasing LARC appears to be safe for use by such women but needs further investigation.

Nicole M. Bender, assistant professor of clinical obstetrics and gynecology at the Keck School, was the principal investigator for the study "Effects of progestin-only long-acting contraception on metabolic markers in obese women," which appeared online in the journal Contraception on Jan. 2, 2013.

"Contraceptive studies often only look at normal-weight women," said Penina Segall-Gutierrez, co-investigator of the study and an assistant professor of clinical obstetrics and gynecology and family medicine at the Keck School. "Studies such as this are necessary because, today, one-third of women in the U.S. are overweight and one-third are obese. All women, including overweight and obese women, need to have access to safe and effective contraception."

Obese women are at increased risk for pregnancy-related complications and are sometimes warned by their doctors not to use contraceptives containing estrogen, such as the pill, patch and vaginal ring.

"[Those choices] raise the risk for blood clots," Segall-Gutierrez said. "So they need other, viable alternatives. The implanted LARC devices last three to 10 years, are easily reversible, and women don't have to remember to do anything with them, in contrast to the birth-control pill."

The six-month study observed the metabolic markers in three groups of obese women: a control group using non-hormonal birth control methods, including condoms, the copper IUD, and female or male sterilization; a second group with a progestin-releasing LARC device implanted in the uterus (IUD); and a third group with a progestin-releasing LARC device implanted under the skin.

"All three methods were found to be safe and effective, and they did not create changes in blood pressure, weight, or cholesterol," Segall-Gutierrez said. "However, there was a 10 percent increase in fasting blood-glucose levels among the skin implant users, compared to a 5 percent increase among the IUD users and a 2 percent decrease among those using non-hormonal methods. The effects on sensitivity to insulin showed a similar trend. It is unknown if these effects would continue if the devices were used and studied for a longer period of time."

Segall-Gutierrez and her Keck research partners have studied the metabolic effects of other birth-control methods as well. In 2012, they reported findings that obese women receiving a progestin birth-control shot every three months may be at increased risk for developing type 2 diabetes.

"Overall, we're finding that methods such as the progestin injection and the progestin skin implant, which both have higher circulating progestin, may have an increased risk for metabolic changes compared to methods like the IUD, which only has a local effect ? in the uterus," she said.

Segall-Gutierrez added that the progestin-releasing IUD has other benefits. It is approved by the U.S. Food and Drug Administration for treatment of heavy menstrual bleeding, which often affects obese women. The IUD also protects against endometrial cancer, which disproportionately affects obese women.

"Choosing a birth-control method requires consideration of many factors, including the patient's lifestyle and willingness to use the method, desire for future fertility, and risk for a host of diseases ? diabetes and endometrial cancer being two of them for obese women," she said. "We would like to expand our most recent study by looking at more participants over a longer period of time to see if the metabolic effects we observed in the progestin-releasing implants persist or are only temporary."

Cook County Board President Toni Preckwinkle announced today the members of the Cook County Land Bank Authority?s Board of Directors, which will oversee the work of the land bank?s efforts to return vacant properties to productive use. The board is comprised of a diverse group of professionals with expertise in a variety of fields, including housing, open space, real estate and commercial development to ensure the land bank authority can be nimble in responding to market demands.

?The land bank will be an important planning tool in the economic revitalization of the County?s most blighted neighborhoods,? President Preckwinkle said. ?We have identified a diverse and dedicated group who will work to redevelop vacant and abandoned properties to put them back on the tax rolls.?

The Chicago Community Trust approved a $149,000 grant to underwrite start-up activities of the Cook County Land Bank Authority including recruiting staff, developing a business plan, creating program and operating policies and procedures, building a website, and other operational activities. The grant also secured the costs of technical assistance provided by the Center for Community Progress (CCP), the premier land bank experts in the country. The Cook County Bureau of Economic Development is preparing to submit a $20 million grant proposal to the Illinois Attorney General?s office for capital from the National Foreclosure Settlement to assist in funding the initial phases of the Land Bank Authority?s work.?

The campaign passed legislation that resulted in a statewide homelessness prevention program that has kept more than 100,000 families in Illinois from becoming homeless, a statewide rental subsidy program to provide affordable housing for 2,500 households, and $134 million in the state capital budget for housing. She also co-led a Chicago housing campaign that resulted in the passage of an ordinance dedicating TIF funds for the redevelopment of foreclosed properties as affordable housing.?
